I think it was about New orleans as a whole. we have the highest murder rate & it has been that way for a very long time. I dont believe it has anything to do with race at all. I do believe katrina was a set up. proof 1) explosives were found at the site of the levie that broke, also proof 2) Katrina was over i swear to you all the day after the actual storm i was able to go outside and walk around while the sun was shinning.the next morning water was everywhere.
