i'm not sure it was staged. he said "election" right the first time, and said "erection" when the word "Iraq" was coming up on the teleprompter, possibly directly underneath where he was reading. then when he says "Iraq" he seems to exaggerate the "r" as to show where the earlier "r" came from.
