the tobacco companies in the USA and Japan are manufacturing cigarettes in European countries where workers salaries are low as well as taxes... so, the EU knows that they got paid off billion to shut up... ordinary people have to be taxed so much for smoking. the smugglers are actually doing poor people and ordinary people a favor... if Eu wants taxes, they can charge the bloody Chinese for producing excess of all sort of good from clothing to electronics and EU is not taxing high fees to them
