on Mod the sims 2, theres one town that was added.. maybe a month a go, that has all flat land and good ammounts of roads (its set up like a major city, straight roads and large squares)

i have no clue what it was called tho.

...nasty PlayaPr lol Do you mean 'How do you rotate your furniture'? Go into Neighbourhood mode and open the cheat window (CTRL Shift C). Type in the following cheat..

boolprop allow45degreeangleofrotation true

Enter the cheat, enter your Sims lot, select any item from Buy or Build mode and press the , and . buttons to rotate that selected item 45 degrees with every press :D
