Considering the effect shown was only produced under water, and they didnt show it cloaking anything it was just creating a reflective surface which would be easy to detect. Besides that it would make you a huge target on thermal scopes and IR cams because of the heat it produces. Its cheaper and easier to use LCD TV screens stacked in front of your tank to project an image of what is behind you.

Even if they could get it to work you would need to carry a load of batteries to keep it going and for a soldier his equipment, and weapons and for sure in war simple is normally best. Very interesting. My understanding of visualization, is that light emits color frequencies in long and short waves, and everything in between. When we see colors, they are the elements reflecting the waves of colors to our eyes. Other colors just pass through an object or living entity. All that has to be done is to block the light reflections, and then we have invisibility:)
