As its 1991, the 3rd rail ban hadn't officially been lifted, so they probably HAD to have the 33 on the front!

It's quite common for steam being towed in this way to be "working" occasionally, reason being to allow the mechanical lubricator to drop oil on the bearings and rods.

I read an old issue of Steam Railway that had a picture of the five Great Western engines running as a convoy, in the dead of night, back from the 94 Old Oak Common Open Day. Wish someone had gotten video of that

The cylinder cocks on 70000 and the exhaust from 777 give it away, it's a case of quadruple banking of a class 33 in my book. Great video!!
