@Airforceproud95 they form because as air is accelerated over the top of the wing, it loses pressure -- lower pressure air holds less moisture than the standard pressure, thus the air cannot hold the moisture in, and the moisture is released and visible, and the "cloud" forms.

the low pressure on the top of the wing attracts condensation and there is extra low pressure while the plane is rotating, and great vid too 5/5
