The same reason the economy was poor during Soviet eraand is poor in E. Europe, S. America and Africa. Terrible governments and poor structure. For over 500 years, the muslim empire was at the forefront of society, politics and economics whilst Europe was in the dark. That has changed obviously. Now they can't compete with democracy and capitalism. Also, there is a lack of innovation due to reliance on oil in ME. But countries such as Turkey and Malaysia are moving in the right direction.
