i figured it out i think.. so if you bind an unused key then type a command.. whenever you press it itll happen.. ex. bind p boom (rezzes pipebomb under you whenever you press P. and bind t z_spawn tank rezzes a tank whenever you press T.. amirite? this is only for servers that you own or single player. there is no way to cheat in online games without getting a VAC ban.

If you're on xBox 360, then you, can't but if you're on PC, you press " ` "... The small sign left of " 1 "... And if that doesn't work, you have to go into options, advanced options, then tick "Enable Developers Console"... Hope this helped :)

i don't think u can spawn multiple at the exact same time, but you can spawn multiple at nearly the same time...

to bind commands, do:
