well guys.... the highest rated comments (which arent high in the first place) made me think what could be the problem, if u have this problem please reinstall it and make sure u get the correct "bit" (start > right click "computer" > properties > then look for the bit you are running).

if you right click on the folder and theirs no SVN checkout you should go back to the tortoise website and down load the other file (example: if you downloaded the 32bit one go download the 64 bit ) that worked for me
