I don't think you'll ever see another draft in America. Drafting people is an ideological grab bag. With a volunteer army, you get people who are 1) poor people desperate for money and 2) nationalists. You can supplement those with mercenaries (Black Water) since they aren't fighting technologically similar enemies

With the draft you increase your chances of getting either getting the wrong people (anti war leftists) or pissing a whole portion of your population off, radicalizing them.
