@TheOneOwner You're right! At the point of the Chain Of Memories the organiztion 13 was only 6 members (only four appear in Sora's story) the rest appear in Riku's story mode. Marluxia, the main antagonist and lord of Castle Oblivion; Larxene, assisting Marluxia; Axel, whose loyalties are hidden; and Vexen who dosent want to help Marluxias plan. Zexion and Lexaeus only in Riku's story mode. Ansem also appears in Riku's story as an entity within Riku trying to gain control of him.

Except that Golbez is himself a servant (of Zemus/Zeromus, to be exact), hence fitting Marluxia in that role is more apt. Xemnas would take the role of Zemus.
