He was explaining what Asperger Syndrome(AS) is in Japanese. Asperger Syndrome is a form of autism. People with AS have no speech delay and normal or high IQs. They look almost the same as neurotypicals(NTs). But the problem is they aren't good enough at interacting with other people.

It isn't because they are not on purpose, but because their brain systems are wired differently from NTs right from birth, which often often causes conflicts between NTs and Aspergians(people with AS).
