I do not think Eugene Q.'s Peach is available anymore, since it has been offline for a long period of time. As for Kart Fighter Peach, you can find her at randomselect.
The Peach is still beta, since it doesn't have a combo system, but the author is working on it. I hope this will turn out to be one of the best Mugen characters for the year 2009.
