All it is, is a stainless steel rub strip on the top of the flap and some times they peel up so to temporarily repair it you tape it back down with speed tape and put in on monitor to repair later. Oh yeah, there is no dog barking in the video. What you are hearing are the electric hydraulic pumps running on the ground. The Airbus 319/320/321 electric pumps make that noise. Those pumps are only used on the ground with the engines off, and as a back up to the engine hydraulic pumps.
It's not duct tape, it's called speed tape. It's not a broken wing either (wings don't just break). There are seals that rub off or get loose, so the speed tape (aluminum based) is put on temporarily until it can be replaced. Now, if it's structural, trust me, that would not be done.
And for the cracked window, believe me, if it was cracked it would have blown out once the plane pressurized. Any small tiny crack or fatigue is a danger to blow out, let alone a big crack you can see.
A simple Google search would have made you sound less ignorant. That is special repair tape, that is used to seal small cracks in a multi-layer laminate, before they become big. It helps increase structural integrity, and is used frequently by all airlines in between major repairs and other more permanent techniques.
