I'm pretty sure this takes place in modern day, there's a bunch of minor things throughout the show that imply this, Black Lightning hates people in Hummers and cell phones, Obama is president, Ronnie Raymond breaking up with Killer Frost over a text message, etc. I think that like BTAS, it's just stylized to give it a retro feel.
