I work for a company that designs surveillance and security systems. Fire stairwell doors are equipped with maglocks that are required by law to unlock when the building goes into alarm. Maglocks need an electrical current to keep them locked, if you kill power to the lock the door unlocks.

The passkey story is bullshit! All security systems in NYC are required (by municipal code) to be wired into the building fire panel via a "dry contact". The dry contact automatically unlocks all secured doors when a building goes into alarm. The firemen (and everyone else in the building)had the freedom to open any door that had a card reader on it.
