I don't get where, in any part of that interview, Weiner is arguing against democracy. He's simply saying that the people don't have enough information about the bill, and are instead leaning against it because of the campaign of negativity launched by its opponents from the very first day it was introduced as an idea. At around 1:50 he says that people like the things in the bill themselves, and implies despite that notion people still overall feel badly toward it.
