Darth Plaguis doesn't excist, it is a Typo of Darth Paleguis. This Sith Lord was Emperor Palpatine's mentor and teacher in the Dark Powers.

He apperently had such controle over the Dark Side that he could create life out of the Midi-chlorians in ones body.

Plagueis wasn't all that bad... But after he was killed, the Sith were lost. I think Plagueis would have made a much more humane Emperor (if you can call sith humane... O_O ) and master for Anakin than Sidious. At least DP had some decent intentions. Better than a snooty emotionless Jedi council... >_> ...
