What would I do? First I wouldn't bomb innocent people, I would fight with words and if that won't work I would orginze an army, not a terror group, and fight the other army. There are many means to get what you want beside war. Poorness is not an excuse, despite the fact that it's not Israel's fault that they spend all the money they get for more terrorism.
