C'mon...this was a "con" job...How can the TRUE Congress that WAS in PA amending the Articles of Confederation...not BE a part of writing this? This was a Hamilton job...and he was aiming for a monarchy...and even has wording in this con job regarding it...if he can recess congress...that makes him KING!
The writings are Pinckney's...so why isn't HIS signature on the document? WHY wasn't Jefferson present...he was a Great Statesman! I see is signature but he was not there! Nor Adams
