No, there's more reasons. First, Lucario would be the most suitable replacement for Mewtwo because of many reasons that make them alike. Second, Jigglypuff was too obvious because she's been in the previous two smash brothers and Ness...well they knew it wouldn't please people if they got rid of him so they put him in as well.

Its not stickers. It says that Lucario, Ness, and Jigglypuff can USE the stickers. If you keep up with the updates, you should know that in The Subspace Emissary, you can put stickers on the trophy of your character to power them up.

The stickers can only be put on specific characters depending on the sticker, and it showed that Lucario, Ness, and Jigglypuff could use the stickers. Thus it proves that they are actual playable characters in Brawl.
