Radiowaves can do penetrate into water,but doesnt the seawater with salt.

hah of course i meant real water conditions where you probably will put your model with standard transciever you use at this model (cuz i doubt that you can find deionized waterbody large enough)

but you can try superlong radiowaves with <30kHz frequency (with magnetic antenna) - its penetrates into seawater some enough =)
