The attacks are always dolled up for the anime. In the manga it's basically "point and shoot". To get a good idea of it, play the SNES fighting games.
I just played the audio of the SuperS attack while letting this video play (audio turned off), and it is pretty spooky yet cool how they fit together. :)
I swear though, every monster in the series past the point where she uses Scepter Elimination is impervious to her attacks. If you notice, the monsters always STUPIDLY look at the attacks. Well, that's because they're hypnotized by the bright flashing lights. If you don't look you can't scream out Beautiful or whatever it is depending upon the attack she uses, thus, no instakill.
i never thought of that. but it did annoy me when she would do all the twirling and spinning and the monsters didn't do anything but watch. but i love this attack so i don't care.
It was explained somewhere that the attacks and transformations aren't that long in real time. It only seems like that for our benefit and because the sequences are pretty. If you need proof, watch Sailor Mercury use her Shine Aqua Illusion in the SuperS movie. It takes her a split second to perform the attack.
But that one actually attempted a counter attack and stood there. So that attack that she's using does seem to be a bit slow. But most of the scouts like Venus, have insanely fast attacks anyway. It's just that Sailor Moon's just seem to be slower than everyone else's.
Well, it also has another factor to it. If it's like Moon Tiara magic being used by Moon in her last transformation, Of course you're not gonna need to say Moon Tiara Magic. In other words, level 99 people don't need to use an incantation for a level 4 spell.

I know I'm late but in episode 130 there is proof that the attacks only last about 2-3 seconds.
Super Sailor Moon is using Gorgeous Meditation while the Remless is counting down from 5 to 1.

Illegal use of the attack. The rule is you HAVE to say the name of the attack in order to use it. Anime and RPG's #1 rule.
