Google has secured the ability to legally display these videos, most likely through an agreement to pay some amount to the company that owns the copyrights. They also have electrical and technical expenses to keep the servers running. They recoup this money by selling services. The Google revenue model has long been to gain revenue through advertisements.

Now, that is not to say that the model could not be improved. Sadly, they often place commercials without regard to content.
