2. The reason the migrants (with certain skills) are moving into Xinjiang is to develop it. China hopes to do the same to its poor Western regions in the same manner it developed the Eastern regions. This may or may not work, but only time will tell.

They only temporarily lost control of it in the during WW1 and WW2 because the European powers (and Japan) were sacking China at which point the Brits invaded Tibet and took control, then lost control, and then the Chinese took it back.
