@devilagent47 as you leave, go back down to the garage and sedate the guard that sits there and smokes, take his clothes and run up to the office where the tape is, wait till the guard walks out of the room and walk in (note: make sure the guard in the chair is not looking) then take the tape, run out and leave, hope this helps

I did the first part the same (except I you don't need to hide in the behind that car and get caught on camera)... but I used the White disguise to get close to the side of the elevators where I sedated a security guard and threw him in the trash.

After that I picked the lock on the door next to the trash which led me to the super-secret ladder which led to the super-secret elevator access, and from there I just waited for the weird(dark-Yellow-ish) dude to ride the train and choked his ass

hey vash, at the beginning the little security booth when the guard turns around, you can open the door and sneak in to steal the video tape so you wouldn't be caught on camera. but make sure you get out of the booth right after you get the tape and don't touch the guards.
