There are NO honours in the Queen's personal ability to give or deny - any honour "recommended" by the government MUST be given. Being a xenophobe and calling an entire country names does not alter that fact - it certainly does not make the issuer of such insults any more likely to be correct in his ignorant ranting.
Others of a more rational outlook may wish to look up the phrase "consitutional monachy".

Then the queen, having recieved information about all the recipients achievements etc decides if, and what rank, someone should get the honour - NOT THE GOVERMENT! Knighthoods or other honours can only be given by Monarchs.

While it is irritating when people don't attempt to learn anything about other places than their own but at the same time you can't expect people to know everything about how it is over here. It's hardly one of the most important parts of British culture imo. It is useful of you to explain it of course but you don't need to be negative.
it is an horno given out by the British Government, it is an acknowledgement of work well done. The offical term id Dame Of the British Empire(DBE), there are alo other honors like the Comander of the British Empire(CBE) etc....
She is amazing...the list is short but mighty...I think of Glenn Close, Meryl Streep, Kevin Kline, Philip Seymour Hoffman, Katherine Keener...they just have this amazing persona and grace and dignity in everything they do...and when they are on the screen, you are just drawn into them...they don't just portray a character, they inhabit it and we are all the richer for it. Acting is so hard, and these people are artists who make it look so easy...and we are blessed to have them. THANK YOU!
