You refer to dear old Oberlin the "town that started the Civil War" freeing slaves in Wellington 12 miles south. The Wellington Rescue is considered to have been the first act of that war. It involved an action that must have looked very similar to the opening act of this piece of mixed propaganda and information. The police have been known to throw a bottle to give themselves license to beat on a crowd. I wouldn't put burning a building past the so called "intelligence" either.
