This message is for Vince Crawley. The AU opposed any Western military intervention in Africa without its approval. This is in reference to "Operation Odyssey Dawn." When Africans arose & were very hostile to the creation of Africom, you and your supporters in DC went into Africa defending that the US military had no plans to strike in Africa. You're right. The U.S. base in Djibouti is a U.S. base in Africa. We're also aware of the history of the Indian Ocean island of Diego Garcia and its former inhabitants. (It is a British installation, not US).

We should have clarified that no new bases will be sought or built. Among other things, bases are quite expensive. We are in Djibouti with the agreement of hte government of Djibouti. We don't seek any additional bases.

However, the AU is an pan-African organization that does represent pan-African goals. U.S. troops aren't stationed on African soil. The work of the U.S. military supports U.S. Embassy programs. The level of democracy and civic involvment in a nation factors into the kinds of military-to-military programs the U.S. ambassador will request or allow. I spent several weeks doing news reporting in Somalia in '93 - they were some of the kindest people I've ever met. More recently, in my current position with AFRICOM, I've had people from Libya and Angola in my home.

Leaders of Africa have been quite clear in recent years that they are not "elite puppets" of U.S.

However, once the staff began working & traveling and meeting with leadership & media across Africa, there was a noticeable change in tone.

I assure you, I'm not a mindless drone. I've been explaining AFRICOM for nearly 3 years. I find most anti-AFRICOM sentiment is based on lack of info or an emotional belief that the U.S. military can do nothing positive in Africa. I respond that the U.S. military has been doing AFRICOM-style programs for 20+ years - they're so low key most people don't notice, but they've supported the growing long-term stability that many cites as evidence that you need no military involvment.

For starters, they have peacekeeping forces in Somalia and the Darfur region of Sudan. The African Union seeks to use diplomatic, civilian-led means to bring long-term stability and security to Africa. This is a challenging mission that will take many years -- decades -- to accomplish. But it should not be dismissed or treated lightly because of its complexity.
