You're right. The U.S. base in Djibouti is a U.S. base in Africa. We're also aware of the history of the Indian Ocean island of Diego Garcia and its former inhabitants. (It is a British installation, not US).
We should have clarified that no new bases will be sought or built. Among other things, bases are quite expensive. We are in Djibouti with the agreement of hte government of Djibouti. We don't seek any additional bases.
The world's much different than 1974. The document in question, in the last months of the Nixon administration, discusses future security implications of population growth.
Unfortunatetley many Africans are being duped, coerced, or bribed in order to align themselves with European and American agitators in an unprecedented and willfull act of treachery and tyrany to destabilise, plunder and milk Africas economies in a parasitic relationship that is becoming more rapacious and brutal as time goes on.
Interesting. I consider it a sign of a mature nation when it can balance diplomatic relationships with other nations while preserving its own sovereignty and watching out for its own national interests.
By the line of reasoning expressed here, you seem to say the nations of Africa aren't capable of entering into these kinds of international relationships. I heartily disagree.
@USAfricaCommand what you are try to promote here is that the US-Africom will enter into binding International agreements with people like Jaotody and other AU members who are not democractically elected representatives of african people.
It is diplomats and nation-states who enter into binding international agreements, not the military.
It is up to the people and nations of Africa to determine the best way for the African Union to represent their collective interests. However, the AU is an pan-African organization that does represent pan-African goals. The 4 pillars of the AU are: Peace & Security; Developkment, integration & Cooperation; Shared Values; Institution & Capacity Building
@USAfricaCommand Which sovereignty can a nation have with foreign troops on his soil?? Are you really taking people for fool? Those dictators that let you come without consulting any people ,have done it to get the protection of USA against their own population !! You used to train what was called in Africa PRESIDENTIAL GARDE. And we all know what their jobs were. This is just a new version of it. The empire will expend more and more until it BURSTS ! it's just a question of TIME.
U.S. troops aren't stationed on African soil. The work of the U.S. military supports U.S. Embassy programs. The level of democracy and civic involvment in a nation factors into the kinds of military-to-military programs the U.S. ambassador will request or allow. It is not the intent of the United States to train oppressors, and their are numerous restrictions by the U.S. Congress placed on how the United States trains overseas forces.
@USAfricaCommand If that were true why won't the US Leave Japan? The people and the Leadership has expressed a desire for The US to Leave Okinawa! Yet you remain! Japan would have to result to war to get The Americans to leave Japan! NO TO AFRICON!

You're entitled to your opinion, but the people of Africa -- like everywhere -- have many different views. I spent several weeks doing news reporting in Somalia in '93 - they were some of the kindest people I've ever met. More recently, in my current position with AFRICOM, I've had people from Libya and Angola in my home.
Leaders of Africa have been quite clear in recent years that they are not "elite puppets" of U.S.
Interesting. Try a Google News search to get up-to-date info. When I Google AFRICOM, I see much rhetoric 2-3 years ago, after AFRICOM was announced but before it formally began to exist. However, once the staff began working & traveling and meeting with leadership & media across Africa, there was a noticeable change in tone.
LOL Read the replies from USAfricaCommand. Sounds like a mindless dron. Did they prep you and give you a PR objective to control our thoughts. This is wrong. AFRICOM is wrong- "the united states has a strategic interest in Africa", really what's that? Why can't Africa set military bases in America? The hypocricy...
I assure you, I'm not a mindless drone. I've been explaining AFRICOM for nearly 3 years. I find most anti-AFRICOM sentiment is based on lack of info or an emotional belief that the U.S. military can do nothing positive in Africa. I respond that the U.S. military has been doing AFRICOM-style programs for 20+ years - they're so low key most people don't notice, but they've supported the growing long-term stability that many cites as evidence that you need no military involvment.
Africom is a damn scam brother.Africom is nothing but the reconlization of afrika. We need to get these parasites out NOW!!!!I so sick of these uncle tom ass people.WHo keep trading their people for wealth.

USAfricaCommand: How dare you talk of "..while respecting dignity of all Africans". Thats an INSULT. Africans are considered "SUB-HUMAN" in US Constitution. Africans are NEVER invited to meaningful meetings like G8 or AFRICA SUMMIT etc. ALL Africans were NOT consulted about AFRICOM. How many Africans know of AFRICOM? We are learning about it from youtube or word of mouth. Africans are NOT respected & Pres Obama extend sanctions on Zimbabwe 4 NUTS. Why is Africa last to be visited by him?
Every American school child learns the shameful language regarding slavery in the U.S. Constitution, which was voided by the 13th Amendment in 1865.
History is what brought us to where we are today. It's up to us to move forward.
Searching Internet news sites shows much about Africa Command, to include continual consultation in Africa. Our Website reflects robust engagement with African leadership and people.
USAfriCom: Chn learning shameful language is OK. Whats an insult is to overlook Africans as if they dont EXIST, marginalize 'em in decision making, to a point that makes them feel SUB-HUMAN as in US Costitution. Action speaks louder than words. To consult hand-picked of leaders is what makes most Africans furious. Divide & Conquer is what brought Africa to its knees. When u say in consultation with some leaders thats WRONG. Include every AFRICAN leader & interested educated AFRICANS!
Make no mistake about it this guy is worse than a Judas goat.
The problem with the AU is that they are financed by the EU and US. It follows that they are not fully acting in Africas interests. Understand that the man who payrolls you ultimatelly calls the shots. I know for a fact that the AU soldiers in Darfur are all paid for by the EU.
So there you have it, these people are not acting in the interests of Africans and has not been elected by us to represent us.
The goal of the African Union is to increase the ability of African security forces to provide stability on a regional and continental basis, and to do so with professionalism while respecting the dignity of all Africans.
"while respecting the dignity of all Africans." Lmao!! Capitalism does care about Africans, lol. I wish your people told the slaves that a long time ago. Maybe that civil war won't have happened in the US. Mr. spokesperson, the rejection and harsh criticism of of Afrcom by Africans and all alike are a result from "thy sins of thy fathers. From slavery to colonialism to coldwar to Iraq, You name it. The list is endless.
You and your superiors know those phrases very well. You read and hear it all the time as a former military journalist. The US needs more resources to run the economy and sustain its military. That is no longer a hidden objective. Your people could issue an apology to Africans and see the whole Africom debate down or you guys could muscle Africom into the continent in the future and later see its destruction. Your alter ego says never. Vince Crawley, Africans are watching.
What a sham? When Blacks within USA and abroad deplore AFRICOM, who gave this guy to speak on behalf of all AFRICA? This is unbelievable. Is he aware that AFRICOM is unpopular amongst many many people? Please do your research and just do a google search on the youtube videos that have been posted entitled "RESIST AFRICOM". This is a one-man band, and whoever gave you this power, you might want to check with the rest of others and it will show you how deplorable AFRICOM is viewed. Shame
Who is responsible for this scandal? The introductory salutation of Jaotoday as the representative of the Chairperson of the AU Commission exposed it all. Jean Ping is responsible for this mess. But what choice are the 850 million citizen of the AU member states given? We can not vote him out like the way the people of the Union of America (USA) voted George Bush out of office freely. For how long are we going to be leaving helplessly with this choiceless leadership of the AU Commission? Shame!
The AU do not need any foreign support to keep peace and order in Africa. What is missing is nothing than a clear lack of command to conrtol the forces. Are the AU forces not more equiped than the rebels they are fighting? Africa do not need anybody to solve her problem. Let us all vote now for a common commander-in-chief of the AU!
Fellow AU citizens, you can now see why we are vehimently fighting for every AU member state citizen to be voting directly and personally for the Chairperson of the AU Commission. This is the only way we can be voting this kind of betrayers out of our AU office! If you do not like a politician by his/her policy decision, vote him/her out. Period! We just have to be voting to vote these guys out of office!
God save our AU! How do we give our AU to these moroons to manage it for us and then, they in turn giving it out to the Americans? Are these people not aware that working in any form of partnership with the USA as a joint force is a serious threat to some of its member states? These people are just out of order. They are just failing us the more.
Seems As if Amerikkka is the Leader in Establishing a New World order. Its written that it will happen. The U.S.A has posts all over the world and in every continent. One World government, One World currency is in affect this very instance. The new Roman Empire!
"White man came to our land carrying a bible & told us to close our eyes & pray. By the time we finish our prayers & opened our eyes, the While man ended up having our land & we ended up landless with White-man's bible in our hand." Desmond Tutu.
Africa fell victim to European scavengers, preaching in the name of God, Christianity & civilization, Now, after 500 years of war, genocide, slavery, invasion, occupation & looting of Africa, why would Africans succumb to the same trick all over again?
It does not require decades to bring peace and prosperity to Africa, if you study history, you will understand this. And we certainly dont need foriegners to "monitor" our natural resources, so can you explain why you think it is necessary to have a military command on our continent?
You're correct. History can move swiftly at times.
U.S. Africa Command was not established to monitor Africa's natural resources. There is a U.S. military command working with Africa, just as there is a U.S. military command working with Europe (U.S. European Command); with the Asia-Pacific region (U.S. Pacific Command); with Latin America (U.S. Southern Command).
Somalia desperately needs US peacekeeping troops to march in and bring stability in that country.Africom should be properly named Somalicom. The US should leave the rest of Africa out of it.
Look at this fool giving a speech. Thank God the Africans rejected the command and forced the the U.S to base there imperialist command in Germany. No more cold war in Africa. Lies after lies.
For starters, they have peacekeeping forces in Somalia and the Darfur region of Sudan. The African Union seeks to use diplomatic, civilian-led means to bring long-term stability and security to Africa. This is a challenging mission that will take many years -- decades -- to accomplish. But it should not be dismissed or treated lightly because of its complexity.

Latin America (U.S. Southern Command). ? A quick look over the last thirty years of Latin American history tells me.
That maybe it would be best to have left Latin America out of your list.

Now I know why Obama won, so that other countries could begin to trust the son of an African and consequently lessen Africom resistance.

Lies after lies.

its nice to talk about isn't it? but what are africans doing for themselves
