I have a hard time understanding how John's example of the Tobin tax could be used to offset the harm to Western economies that hardline eco legislation would wreak.
The Tobin tax is a tax on (primarily Western) economic activity. It's not 'free money' (and anyone claiming to have found a source of 'free money' is merely spinning a shell game, like a street spiv).
How would a tax on the West usefully compensate the West for eco policy? On the contrary, it would compound loss.

Perhaps I misunderstand the nuances... but the issue I see with Simpol appears to be an assumption that the political will as expressed by a nation's citizens under Simpol will be more 'progressive' than that nation's political will as expressed today under the conventional democratic systems. That assumption appears to be a necessity, in order for nations to cooperate more fully, and not act on a nationalistic/self interest basis.
At 4.20 he says nations cannot implement all these good reforms on their own...LIBYA did and look what happened to them!!
