The server is probably connecting you in a very twisted way. It might be going to another country or something before it gets to you. Also, your advertised speed is probably with powerboost which might not activate.

When you did that speed test on that website, you see the blue bar, my is less than half of that, be thankful that you have a better internet than other people. And the cable is phenomenal! Way better than what i have (DishNetwork- The worst in the world)

those speed tests arent reliable you have to have comcast test it internally those internet tests can give you totally different readings from one to another
All you have to do is call up their tech support let them know you aren't getting the speeds that are promised. And ask them to send a tech out to fix it.

ISPs only have to give your 80% of the max speeds. 13Meg down is well over 80% of 16Meg. Get a life Satellite is like 80 dollars a month for a 1.5Meg connection; but seriously you don't know how go you have it...
