This has the making of being a complete disaster, especially in this bad economy. More expensive/regulation on bullets= less bullets bought= less items bought = decreased sales of not only ammo but guns too= lost jobs in a viable sector= worse economy. Also, just like prohibition in the 1920's when there is a ban on a popular item a black market is created. This is a bad, bad, bad idea.

'Rolling you own' will become a felony just as possessing the equipment to reload. You're right, there would be an underground market and there would be people that would continue to reload (like me) for their own use.
