The US needs to mandate SAEJ1319/UNECE Transport Regulation 38. The REAR FOG LAMP remains the worlds 'primary defence' against crash occurence when caught under such lousy visibility circumstances.

Consideration should be given to a requirement for high visibility 'safety vests' in cars, vans & SUV's (eg; EN471), as is required in all cars in the EU market, and as further advocated in a newly developing UN Road Traffic Convention.

Tuition and driver behaviour is a matter for police.
