2. to be a look out on surrounding buildings and watching "the objective" because a scope only has a little bit of view

3. to finish the mission and alert the rest of the team if the sniper is injured druing the mission

i'm not too sure about spotters killing the snipers in secret missions, but there are some circumstances in special operation type missions where, if you fail to complete your mission successfully, you could be left there with no support and your existance could be denied, but i think it is extremely rare.
