When I got close to 100% completion on GTA SA ( I just needed one horseshoe which I never found). I would save my game and start losing all my money, since I was so bored of not having anything to do in the game anymore, I guess it added excitement to shoot at them or have them chase me haha.

It can't be Woozie, because if you lost ALL your money in the casino's, the guy still calls you. So he must be some mob boss from a rivalry casino that was dropped from development, hence why you never go to his location to settle things and hence why you never know where those guys are coming from.

Does this happen if you go to Las Venturas with your money already in the negatives, too? Or do you have to lose in the casino for it to happen?

This is the cheapest, but legitiment and non hacking way to have a million dollars in your account. Just save previous game before going into the casino, bet all the money you have. If you lose, go back to saved previous game and do it over until you actually win. 

I think the computer is set to make you have a better chance of losing when you start betting like crazy.
