it was in the first edition gta sa. they stopped making them and remade the game into a second edition because an old lady sued rockstar games because her grandson played that game and in the strip clubs they are actually naked. so if you go to the strip club and they have clothes on you have the second edition therefore you dont have that police truck.

if you mean the one that looks like a tank you get it on last mission when you get it instead of going on with the mission park it in your garage and fail the mission and you'll have it to keep

then apparently you have to go offroad with 5 or 6 star wanted rating and they'll bring them out but they have a gun on top so i would attempt that in a very heavily armoured vehicle and have a lot of body armour on you
