They use old hamburger meet for the chili, basically cooked burgers that either burn or haven't been released in about 30 minutes of waiting. They put the chili in a pot and add some spices and such and leave it out for most of the day.

If that chili doesn't sell, Wendy's pours the chili into a plastic bucket and throws a giant ice cube on top, then puts the whole thing into the freezer; the chili will then be used for the following day for a total of three days until finally disposed.
