Because Isreal has an agreement under the nixon government that is real is allowed nuclear ambiguity. It means that isreal is allowed to give the impression of nuclear possession as lomng as it isn't declared to the worlds. Nukes are a deterant, and ambiguity of having them or not is just as good a deterant. For a UN inspection team to investigate it would be the same as declearing it and make the whole agreement null-invoid. The truth is that no one knows for sure if they do or they dont.
