You have to turn the stem thats just in front of the handle. But it looks as thou a plastic piece is missing. The saw will tilt if you move that stem and release the lock that you pulled out.
Hey bubba, There is a recall on these saws that will provide a new table, new blade guard and other goodies free. Just do a search on "radial Arm Recall"
