That was my thought when I saw this. Whomever he was, there was something wrong with him. If you spotted this scenario, you would react with either a stunned pause, with hands flying up, then you would run over to help, like the first guy did. But this strolling guy had absolutely NO urgency in his actions. If he was the parent, he should be arrested for leaving this child unattended. A big Thank You to the man who saw the crisis and ran over and saved the kid.
