The army did'nt expect this, the Lebanese government has weak intelligence in the palestinian camps, that's where syria found a hole in the box and had its rats leak in quickly. This thing was planned 30 years ago when tal el zatar was found pounded by the Lebanese Forces. When the PLO had a plan to take out the Christians but failed.
