We can and probably should seriously redesign our rigs and refineries, you can bet that oil will cost a hell of a lot more than the cheaper stuff, 'sweet crude', from the middle east, or anything pumped from a current rig.

They wont build the rigs & refineries like that until middle east oil gets expensive and redesign becomes cost effective. That's the same reason they wont drill one some of their current oil-bearing U.S. land leases.

They're sitting on it until the price goes up, gouging.
