They're both to the running backs so you could argue that since they're getting the ball either behind the line of scrimmage or at a depth of 2-3 yards off the line of scrimmage that they're more running plays than passing plays. It's really the run that makes the play and not like a 60 yard bomb or something.

@2kjason10 dude, the very fact that NFL players GET 4 downs instead of only 3 instantly means that all the CFL players and teams that can score and make big plays and rack up points game for game as fast as NFL teams must be better, because they have to get down field faster. I defy any ANY NFL team to play as well as they do in 4 down football if they had only three downs. I don't care who they are. Whereas a CFL team would need to change nothing, except now they have one extra try before punt.
