Don't really know but I can tell you it isn't Biblical. You don't pay for something that is free. The Gospel has no price. Pay the preacher up front and stop with the theatrics. This reminds me of the account in the Bible, where Jesus went into the temple (house of God) and overturned that tables that was full of money and Jesus said, "My fathers house should be called a house of prayer and you have made it a den of thieves". Something is very wrong with this picture. Not Biblical at all!
