There is free will. But it should not be announced.

If somebody leaves Islam, he must keep this matter with him only. He/she should not announce, because he is doing something wrong. If somebody does things wrong and darely announces, it will effect others. That is why this is the condition.

As every country has their own rules & regulations, Islamic countries are also having their own rules. If smbody wants to leave Islam & announce, go to a non-Islamic country, and do what he wishes.
