@koreadude She`s still totally Irish , she adopted the dreamy voice to acccentuate Luna`s cheerful , zenlike personality . Rhys Ifans who plays Luna`s father Xenophilius is actually Welsh and he adopts the same sort of voice for The Film since Xenophilius is basically an older , male version of his daughter .
