Step 4: While pressing and holding Command+P+R turn your MacBook Air on do not release the three keys until you have heard the Mac OS X startup sound twice. This will perform another hardware reset.
Now you are ready to log into your MacBook Air like you would normally.

My unibody Macbook used to do exactly the same thing. There was a bug in the SMC firmware (BIOS) which got patched late last year, probably after this video was posted.
Havin' the same problem. I think ist the HD. Mine macbook makes the bleep faster. With less seconds between one beep and the other. Sometimes the drive is continuosly making sound by a cold boot. Like it wont start up... indeed annoying :(

1 beep means no ram installed or detected. You should put the RAM back to the place it was when the computer is sent to you.

i Got this problem when i was changing the RAM chips . and i took them out and put them back in and it worked maybe ram is not well clipped or w.e

FYI it was a known bug in the SMC firmware which Apple have since fixed. My Macbook used to do exactly the same thing.
