Don´t forget the song. What makes this sequence so good is the combination of the song, "Let´s get together", by the youngbloods, HST´s words and Terry Gilliam´s cinematography. It all comes together as one
But I think you can see the intention of this speech otherwisely:
In the most important of the speech (the ending...) he shows his listeners the "watermark, where the wave broke and finally rolled back". I think this is what he wants to show: The failure of the hippie movement.
I think, what he wants to say, is that it all had been an illusion: a world in peace, a all loving mankind. It just didnt work. I think he wants to show naitivity of that idea.

As a huge fan of HST I say with no reservation that this passage was among his finest of works. The fealing and meaning conveyed in those short words add up to what many a writer (myself included) wish they could live up to in a lifetime
I believe that Hunter S. Thompson said in an interview somewhere that this passage of "Fear and Loathing In Las Vegas" was the best thing he ever wrote.
