I think those kids were dancers from this 80s teen dance show filmed and nationally broadcast from Camden, NJ called Dance Party U.S.A. And some of the kids have good moves and others look totally dorky, but inserting the flashes of the girls in spandex doesn't make sense. The video would have been fine with just the kids going down the dance line.

In the '80s, dancing was all about the arms. Flail the arms around as much as possible. Rhythm didn't matter.

And back then, the music wasn't so...segmented... into cultural genres. Everybody listened and danced to the same thing, pretty much. Now everything is hip hop, or rap, or whatever like everyone is trying too hard to create an identity instead of accepting the mainstream.
